Pope County runs its tax sales under Minnesota state rules: it is a tax deed state with a redemption posture of no post-sale redemption. 2023 Tyler v. Hennepin County reformed surplus-proceeds rules but did not add post-sale redemption.
The owner's redemption ends when the property forfeits to the State, usually 3 years after the tax judgment sale. The county then auctions it. For the first 30 days the price cannot go below the assessor's market value; after that it drops to the taxes owed. No redemption after the sale. The State issues the deed once the price is paid in full; on an installment contract, that is at the end of the contract.
