Ottawa County runs its tax sales under Oklahoma state rules: it is a tax deed state with a redemption posture of no post-sale redemption. No redemption after the sale. The owner can pay the taxes only until the June resale auction starts; after that, only a person under a legal disability gets extra time.
Oklahoma sells the property itself, not a lien. Once taxes are three years delinquent, the county treasurer auctions the land at the June resale (second Monday of June). The owner can pay the taxes only until the resale auction starts. The winning bidder gets a resale tax deed within 30 days, and after 12 months the deed can no longer be challenged in court. Land that draws no bid is deeded to the county and sold later by the county commissioners.
Oklahoma has not sold tax lien certificates since 2008. There is one annual sale, the June resale, where the opening bid is the back taxes, penalties, interest and costs (or two-thirds of the assessed value if that is less). Properties that do not sell become county-owned: you can offer a bid at the treasurer's office with a deposit for advertising, the county publishes it for three weeks, anyone can outbid you at the sale, and the county commissioners must approve it. The resale deed gives you the surface and only the minerals the surface owner held; Oklahoma has extensive severed mineral estates.
