Alamance County runs its tax sales under North Carolina state rules: it is a tax deed state with a redemption posture of no post-sale redemption. The owner can pay and cancel the sale until it is confirmed at the end of the upset-bid period; after the deed there is no redemption.
The county forecloses in court and a commissioner or the sheriff auctions the property. The sale is final only after a 10-day upset-bid period passes with no higher bid (G.S. 1-339.25); the deed then conveys the property with no redemption afterward. A lawsuit contesting the title must be filed within one year of the deed being recorded (G.S. 105-377).
North Carolina sells no tax lien certificates; you bid on the property itself. The sale is not final on auction day: for 10 days anyone can file an upset bid at least 5% higher (at least $750 more), and every upset bid starts a new 10-day period (G.S. 1-339.25). Until the sale is confirmed the owner can still pay the taxes and costs and cancel it (G.S. 105-374(e)), and your deposit comes back. Winning bidders usually post 5% of the bid or $750, whichever is greater, in cash or certified funds. Budget above your winning bid and expect your money to be tied up for at least 10 days.
