Deed issued by the clerk once the winning bidder pays in full; the balance is due within 24 hours of the sale, weekends and holidays excluded, and many clerks set noon the next business day. The owner can redeem until that payment is received; after that there is no redemption.
Florida runs two sales. At the yearly certificate sale you buy the unpaid taxes by bidding the interest rate down from 18%; the owner repays at your rate, with a 5% minimum unless you bid 0% (Fla. Stat. 197.172, 197.472). Certificates nobody buys stay with the county and can be bought over the counter for the face amount plus interest (197.4725). Two years after April 1 of the year a certificate was issued, the holder can apply for a tax deed sale; a certificate nobody applies on expires 7 years after it was issued (197.502, 197.482). At the clerk's deed sale the certificate is the opening bid: if nobody bids more the holder gets the deed, and if someone does the holder is paid out of the sale. Once the winner pays in full there is no redemption. Parcels with no bid go on the Lands Available for Taxes list. A tax deed wipes the mortgage and old HOA dues. An IRS lien can survive, and the IRS keeps 120 days to buy the property back; so can government liens of record that the sale money did not pay off (197.552). Code-enforcement fines can exceed $200K. Most title insurers want a quiet-title action ($2-5K) before insuring a tax-deed title. Always check occupancy; eviction costs $1.5-3K.
