The county tax collector sells the property itself at a public auction, usually online, once taxes have been unpaid for five years (three years for commercial property that is not a home or farm) (Cal. Rev. & Tax. Code 3691). The owner can pay off the taxes until the close of business on the last business day before the auction starts; after that there is no redemption (3707). The former owner can still ask the county to undo the sale within one year of the deed and then sue, so title insurers usually wait out that year (3725).
California has no redemption after the sale. Homes reach auction after five years of unpaid taxes, commercial property after three. The minimum bid is the full back taxes plus costs (3698.5). The deed clears mortgages and private liens, but not next year's taxes, Mello-Roos or 1915 Act bond balances the sale money did not pay off, IRS liens federal law keeps alive, easements, or recorded restrictions (3712). Check for environmental contamination (Superfund sites, Phase I). Auctions in populated counties are very competitive.
